At first I thought the Brotherhood were not entitled to get the power armor back.
Though when talking to Chief Hanlon it’s clear that the suits were wasted on the NCR. Instead of turning those heavy troopers on the Legion, they have them back in the NCR protecting the properties of Brahmin Barons as glorified bodyguards. Meanwhile the basic troopers sent to the Mojave don’t even have basic body armor or decent guns.

Though seriously, what good is the armor for now exactly? At best, it can used for spare parts, and I think there's some value in that, but when the most essential components of a mechanism is taken out of it, you're not left with that machine, you have a pile of scrap. It's really no better than some cool-looking metal armor.
If I'm the Brotherhood, I'd be more interested with getting a piece of HELIOS energy. Imagine the tech shit the Scribes can do with enough juice to power it.

@@wojak-sensei6424 frankly i think the BoS are just being petty, "it's our stuff you're not allowed to have it" kind of attitude.
Its also very hypocritical, the BoS "recover" tech all the time that they have no right too, yet decides on it's own self appointed authority that it belongs to them.
How did they get that authority? Might made them "right"
How did the NCR get the armor? By *Might* ,making them equally "right" to take it.

Those armor were not stolen from anyone except the bunkers and facilities of a dead world Goverment, so they were in fact scavenged.
The Brotherhood-NCR war started because of the Brotherhood harrassing Californian citizens about the dangerous tech brought in by the ruins of Enclaves structures, such as Navarro, de facto stealing those weapons (and schematics) from common people. The Brotherhood sees this as putting away a gun from the hands of a child, because we, as players, should know how dangerous are people equipped at random with energy weapons (look at the fiends, or the Van Graffs, allegedly merchants behaving like thugs and killing everyone whose on their way).
The NCR started waging war against the Brotherhood, killing their members and looting their corpses and bunkers as raiders.
In a sense, you're right, the NCR is not composed of common thieves, but entitled, arrogant and glorified murderers ready to kill the ally of ol' that kept the Enclave and Unity at bay just because it wanted shiny plasma rifles that could turn everybody to goo. Instead of looking for a diplomatic approach they choose the way of war, resulting in countless lives lost for their army just to gain a handful of bunkers and a hundred pieces of broken equipment. War that goes in a stalemate after the Brotherhood destroyed their economy by blowing up their gold reservoir

When I first played FNV the salvaged power armor was such a neat idea, but after having played Fallout 4 and realizing what power armor actually is, the idea of anyone other than Frank Horrigan himself strapping on what is essentially a tank shaped as a man, without the servos or exoskeleton to support the weight, seems pretty ludicrous now.
Still though, because power armor looks like nothing more than a futuristic set of knights armor in FNV (compared to FO4), the salvaged armor doesn't seem implausible. I'll always cherish that moment of my first playthrough where I saw an NCR Heavy Trooper for the first time and it just made so much sense to me that the NCR would salvage armor like this, but not have the know how to use it most effectively.

Actually, with Jsawyer mod as the man himself Josh Sawyer stated, power armor aren't supposed to have the special training or Bethesda power armor training perk to equip power armor. This was intended by Josh to make New Vegas to be close to classic Fallout 1 and Fallout 2.
The reason it needed the training perk was to gate player from getting the power armor early in Fallout 3 as Bethesda do not know how to balance the game proper just because they refused to use Damage Threshold(DT) armor system. Jsawyer mod addressed this balance problem by giving the player a temporary debuff if player manage to get power armor early on in New Vegas. The debuff can be remove by learning the perk of training with several NPCs that offer it ingame since Obsidian already have it there. A clever way of Josh to make sure that power armor was nothing more than just a walking tank with several flaws in combat and not some kind of OP stuff.
In New Vegas, without Jsawyer mod, it's require to have that perk but that's because Obsidian don't have much time to manage the game development as they have to reused asset from Fallout 3, that's why most fans will said that Jsawyer mod was the last official patch or DLC to the game before Bethesda took over New Vegas from Obsidian after their contract ended, shame really.

I didn't realize it was cut content. Mods can fix stuff you didn't realize they fixed.
A truce gives you the best ending for the BoS in an NCR playthrough - the Brotherhood helps patrol I-15 and Highway 95. But if you're going for an independent New Vegas and you don't destroy the bunker, they just go on being jerks, not unlike the ones that slaughtered a Followers outpost.
I used console commands to take a few Brotherhood members prisoner in the basement of the Lucky 38 before destroying the bunker (Ibsen, Lorenzo, Torres, Schuler etc - named NPCs who didn't seem like complete jerks). These would've moved to the bunker and died there if they were just about anywhere else.

Considering how the NCR-BoS alliance results in the NCR giving the power armor to the BoS anyway, it would be fine for the BoS to be mature for one battle and let even more people have extra armor protection from Legion gunfire. Although, either of them having power armor is a bit annoying. On the one hand the heavy troops would be used to protect brahmin baron douchebags instead of being put into combat and on the other hand the Brotherhood of Steel are hypocrites obsessed with hoarding technology they don't have any more of a right to than the average tribal.

ok so we're going to strip everything that makes power armour so good, essentially turning it into a wearable hunk of metal that weighs a ton (because we cant be fucked to figure out how to actually use it), and now that the wearer has to hold up 200kg of gear just to stand up, we're going to give them a heavy weapon, amazing idea. And the brotherhood somehow think its worth the trouble of getting these lobotomised power armours back, because they just cant help themselves i guess.
