The US has so many drivers because in the 50s the 500 miles of Indianapolis were part of the F1 championship, but was competed almost exclusively by americans because they had another set of rules and european race cars were outside of those rules. If you go to any championship of the 50s you'll see that almost all drivers that competed in F1 skipped the 500 miles and 33 random people filled those places for only 1 race

To be fair the only consistent rule by the fia is the speeding under double yellow, so the penalty for lando is correct. Also speeding under double yellow is like the most dangerous infraction you can do (marshall could be on the track). With that been said, the real problem is that there shouldn’t been a yellow in the first place. Put a VSC and clear the track, easy and clean.
