To reduce the complexity we use application security groups. Instead of two rules, one rule handles the access in the same way.

In the deployment first page, you select public inbound rules, if you have selected it it could have opened RDP port for it.

You need to associate specific vm to that Asg, from the networking tab of vm options. Check once if you are doing the right thing?
