You'd have an election every day of the year if you wanted to do this... These people are appointed by the members of NATO, our representative was appointed by the PM, who was appointed by party members, and the party was installed through a general election. So it IS democratic, but just abstracted in a way that is completely necessary because it'd be pandemonium if every official at every level was appointed by the public directly.
He cannot override the individual heads of state. He is doing what he can...it's the allied governments dragging their feet. Thankfully its pushing through now.
