Yes i think you should maje your blocks it should be less cost but you have to ensure the workers paid per block you supply the materials find out the price of s lisd of sand and work out how many blocks can be made from a trip of sand and also the amount of cement required then you can calcuate how much you can pay the workers per block

Is the village that unsafe that fences must be built of blocks DK? Using blocks is an extremely expensive method of fencing. There is chain link wire and live fences from bougainvilla and other plants. Explore alternatives to blocks that are more cost etfective and still safe from animals and intruders.
