Why do OPs parents think that DFCS will let a single man take care of a small child that he doesn't even know.

Actually, DCFS/CPS will prioritize placing a child with a family member over a “foster family”, for several reasons. One, it makes reunification/transition easier. Second, a relative doesn’t have the strict protocol/requisites that a foster would have (ie, their own bedroom), and not as many follow-ups with the caseworker. Third, the system is already overburdened, and eligible fosters are in short supply, so the system prefers to place kids who have no one else with them.
