The company that issues the Carnet needs to have assurance that vehicle will come back or exported back out of country. Since no duty is collected by customs in Pakistan, in case of default, customs can collect money from issuing carnet company. Hope this answers your question. It was a good question, I must say. I have heard that Dual National (i.e british passport holder plus NICOP) cannot get any carnet for pakistan. Are you aware of anything.
