  • A heated exchange took place between Minister Grace Fu and Asst Prof Jamus Lim in the passing of the Carbon Pricing (Amendment) Bill on Tuesday (8 Nov) in Parliament as Ms Fu confronted Asst Prof Lim over the proposals by Workers' Party MPs.
    Ms Fu asked, "Professor Lim started his speech earlier saying that, you know, we have the theory. Right, but we need to get the implementation right. So I like to maybe ask him for his suggestion of how the government should be positioning the carbon tax in his way. What will be your target is hundred dollars if it's long run, which year is it? Is it 2030 still?"
    Ms Fu subsequently challenged Asst Prof Lim, "So can you please try to tell me if you are the Minister of Sustainability and Environment, how would you glide to this number? How would you look glide?"
    At one point during the heated exchange, Ms Fu just stood at the podium to throw questions at Asst Prof Lim. Leader of Opposition had to stand up to highlight the point of order where one has to sit down while the other is answering.

    Why can’t they just be objective and focus on the end result for the good of Singapore? Is it wrong to even consider alternative views and cooperate if necessary? Grace don’t have to put down different views just because it is coming from an opposition MP. Their loyalty first and foremost should be to Singapore and Singaporeans, not to their party. And I am saying this to both sides of the political divide.

    I am absolutely shocked that basic parliamentary procedure, of one person standing at a time, can be ignored when you’re in power. It’s the Speakers responsibility to ensure such proceedings rather than allow members to get away with it.

    The main point is at 7.2 though. Ppl dont see the big picture and just dislike PAP just cause of the attitude and Jamus theory sounds great to be flexible but might not be feasible in real world terms. I find that he is more suitable to be a lecturer than a politician. I believe carbon tax is there to encourage people to use greener energy,there shld not be a variable like interest rate just cause of the economy situation. When there are economic downturn the government funding shld seperately come in when needed.

    We should encourage innovation to improve the “climate” problem. Carbon tax is to discourage consumption and not the best way to encourage improvement to the current “problem” in the long run but only increased cost of doing business which will be bear by consumers. Who benefits?

      You do realise that pretty much every country in the paris agreement fell short of the expected goals right? It is not just us. It makes no sense to shoot ourselves in the foot during a time of economic uncertainty by pressuring businesses that are still reeling in from covid. Businesses are still trying to reformat themselves to a post covid world. If we pressure them hard in the name of "Looking good" to others. There won't be a country left to "look good" when the environment is all "saved". I say "saved" because the fact remains the majority of the countries are not willing to do their part.
      The major countries like US, China, India are all still holding very nationalistic views. They are also the biggest contributors. They have no interest in slowing their economy down in the name of saving the planet. If they have no intentions to set vigorous goals to protect their economy. Then Singapore would be foolish to do the opposite. People are just going forget Singapore and go to countries with stronger economies.
      If globally everyone agreed, alright lets take a hit to the economy to save the world first. Then that gives a fair playing ground to everyone. However, that is not happening. So, as much as climate crisis is urgent. It would absolutely stupid to put that as the front and centre focus in Singapore. We should do what we can but definitely not at the expense of tanking the economy. No point if the planet is nice and cool, but the country is having a civil war because the economy tanked.

    We can see how their dominant, ruling mindset comes to the forefront when she slowly stops sitting down and doesn't feel the kind of pressure that the non ruling class would feel while using the mic.     To be honest, what Grace says makes sense. The end goal in mind is to guide the economy towards a sustainable one, notwithstanding keeping the economic reality of businesses in mind. Jamus is asking for flexibility in changing the range of carbon pricing, Grace is saying changing the range might confuse businesses and mislead them from the ultimate sustainability goal in mind. A carbon tax is similar to other taxes in structure but much different in purpose. While other taxes are levied on revenues or costs of goods like cigarettes, in order to reduce negative externalities like health risks from smoking, a carbon tax is levied on a byproduct that has almost zero economic value to begin with. Its less of a tax and more of introducing a new 'cost of production' into the market, pricing something which didn't have a price to reduce its production. Pricing carbon is also not a market driven price mechanism, largely relying on government mandates to set the price, so likening it to interest rate pricing being subject to economic fluctuations is somewhat of a strawman fallacy in my view. Lastly, Singapore is aiming to create Climate Impact X carbon trading market for voluntary carbon credit trading. Carbon tax can be offset by carbon credits traded here but the new market needs stability. The carbon credits themselves are aimed at being market priced robustly but if the carbon tax range varies according to economic vicissitudes the value of credits might drop or rise too, adding another element of uncertainty, one that is unrelated to the demand for carbon credits due to overproduction of carbon or a corresponding supply by underproducing firms. Hence, to reduce non-market fluctuations in the budding carbon credit market, the carbon tax should also not be allowed to vary too much.

    Business owner will support WP.
    Weigh the importance of environmental sustainability vs business profit. Having a fixed trajectory for carbon tax to 2030/2050 make long term care planning much easier. In economic down turns, business owner continue to invest but do they make a loss? No, most will still be able to make profit, just lesser. In fact if they are making a loss they shldnt even be in a business. Having carbon tax that varies only benefit those who wanted to take advantage when carbon tax is Low so they can earn more.
    Environmental sustainability is an issue which cannot be neglected like in the past century.

    Frankly this is ridiculous. The way Grace Fu puts things across is clearly evident of how the government is always looking at things from their ivory tower with no regards of the ground sentiments. Despite the economic downturn and increasing cost of living, the government is imposing the hike in the carbon tax. Raising the carbon tax sharply amidst such situation will eventually hit hard on all the consumers. Does this bother the ministers with million dollar salary package? Not at all.

      btw the ministers are paid millions because the fiscal policies they plan and enact allow ALL singaporeans to earn millions too. eg. mediocre, untalented workers can become millionaires from HDB public housing. Anywhere else in the world they would be living in under a bridge homeless.

      Aren't you now picking on "small little irritants"? Aren't you the envious one? Aren't you practicing Cancel Culture? Isn't the Opposition stoking Politics of Envy by spreading such falsehoods?
      btw ministers are paid a million because the fiscal policies they enact allow ALL singaporeans to earn millions too. ALL citizens can choose to work in private sector, civil service, armed forces or start a business. It has to be about equality of opportunity, not equal rewards/pay/outcomes, right?

    So how does paying for carbon tax help with lowering it? I did not know that it is possible to lower it just by throwing money at it, this will hurt companies and consumers and do nothing for the environment that thrives on carbon dioxide, the real issue is methane and human meddling with geoengineering and yes geoengineering is real.

    100B is preposterous spending as compared to Japan 245 miles of seawall structure for about $12 billion. The auditor general must make clear distinction amongst building dikes or building seawall to land reclamation example the land reclamation project along east coast. I wonder is for building airports or for climate change or to build public housing and selling back to the public at "market value"? Will the auditor general report their findings to the President?

    I think house speaker,should be independent person who is neutral who is not from PAP or,opposition wp or any. Some one,with lawyers background or civil servant experience who must not be part of PAP . they should implement a election for house speaker it's,should be done by public because if you put in parliament majority will vote pap candidate. So voting for house speaker is must all independent then put internal election in parliament.. Who must not be in Pap supporter of any opposition party must be neutral if not we vote out this speaker in his contiuency in next election

      @@acheeyk why? Cannot keep a fixed rate but use other measures to cushion the impact of economic change? Like providing subsidies etc. There are more instruments in policies than just tax you know, but having a fixed tax rate signals to businesses that sustainability is the direction the government is going and there won’t likely be flip-flops, so business can make up their mind and invest in change with certainty. Sometimes the ‘use ur brain’ answers may be intuitive but really not how the real world works

      My daughter and I get the same treatment from so-called "public servants", she was brazenly taken away despite her disagreeing with them. She still wants to come home yet they scoff at the idea for nearly two years. Isn't it insulting for them to blame her father only when they alleged a 10 year old child having suicidal thoughts yet she firmly denies it and still eager to be with her father, the inner conflict she has being exacerbated by them?
