What do you want to prove? Joe Fan has to run with variable speeds depend on the cooling temperature What you are showing makes no sense. Use a cheap relay to switch on or of. Where is the temperature sensor?
What are you using for code on the Arduino? 5v or 12v pulsed?
pull up and it works great. there are a few other components I don't show as well as the code.

Its called education on how to operate a pwm fan that cant be ran by a relay. If you don't like my vids, don't watch them.
