I've tried that but didn't work. The reason, i think, is that if a mobile player gets into a lobby of PC players there's a greater chance of him losing matches as you know playing on PC is little bit easier than in mobile..
you have to complete everything the next chapter says to unlock you have to complete the mandatory one's but can skip others by using credits, "coins with the eagle face on it", and then you can unlock the next chapter... This thing applies for all chapters. Hope it helps :p
I never tried on a laptop but it should share the same server as a PC does... If you can't go on multiplayer I don't think you can play against anyone besides the CPU in the "solo" mode.. I'm not 100% accurate but thats best inference
