the one HUGE thing you forget is that when bellion comes he also brings with him what are essentially 3 kamishes which last time I checked were better than jima and iron, but tusk and up I agree
bellion wasn't the only shadow that came there were many more including 3 of those ancient dragons so they would be atleast top 5 maybe even higher than beru also cuz im biased i would argue that igris is stronger than beru simply because i prefer igris and the 5 before tusk shouldn't even be top 15

Beru is my favorite one he has such a unique personality from the other ones and he actually becomes likable despite what occurred at Jeju Island
greed is marshal level as well.
