We think that those who are good in this lifetime are suffering. We are not aware of their past lives and why they chose suffering in this lifetime.
There are certain Karma like sanchit karma parabdha karmas etc which none can escape even God who has to taken incarnations we are after all human beings God test only good people since God like only those people who are struggling, leading a tough difficult lives. It's also true that lots of good people will be harassed tortured by Kali there is no doubt on it.
