By statistics its between 46 and 87 percent depending on demographic and social/ cultural pressures. It's not practical but it is true.

I read somewhere that upapada for even sign ascendants should be considered from 2nd house & not 12th, how about that?

Why didnt you explain the rules of exception. For example if saturn which is lord of my 12th house (aquarius) is sitting 10 houses (11 signs) away from 12th house (sagittarius), should I count 7 houses from position of 12 house? 7 houses from saturn? or 4 houses forward from saturn? Resources are not clear in this matter You definitely should have explained rules of exception. I am really mad that no one is able to explain it properly.

Yeah, here the house has to be counted from the UL or in other words from the 1st house in UL chart.

North and South is different if it is north you must count anti clockwise if it is south you must count clockwise he didn't mentioned that if 12th lord sits its own sign if it happens you must count 10 houses from 12th house that house will be your ul

It's from UL he clearly mentioned..u should keep UL as 1st house and only see..birth chart we should not see..he mentioned clearly

Sir I have a doubt. I am Taurus Ascendant. My Upapada lagna is 4th house ie Leo and Upapada Lagna Lord is placed in Taurus ie Ascendant. So it is sitting in first house or 10th house (since Taurus is 10th from Leo)
