When they do wish to use them it gives them a safe place to relax with a place for their entourage because they will have security and personal secretary and maybe their own chef that travels with them. In addition there will be whatever guests they want to bring along. It's a lot of people and would be hard to do if they wanted to head out to some resort location with travel and reservations. So it's easier just to put everyone on a movable water based home. That said it's a lot of money and hard for me to justify but then I don't have billions in the bank.

For those who don't know about gemstone valuing: D means that the diamond literally has no colour to it. Completely colourless. And Flawless means there are literally no inclusions under 20x magnification. If a diamond has just one of these it is extremely valuable. A diamond having both is almost unheard of.
