Vasyl is Ukrainian version of the name, when Vasiliy is a russian variant. A lot of people from Ukraine change their names because of the russian agression. You may notice that Alexander Usik is also now Olexander because of the same reason.

You're misunderstanding the point of the French. After e4, black plays e6 with the idea of d5 next, with the possibility to capture d5 with a pawn if white plays exd5. AKA the exchange French. Imagine e4 d5, exd5 Qxd5 and having to capture the pawn back with a piece which could get kicked around. In the advanced french, black will go c5, Qb6, Nc6 etc to undermine the white centre. With white going first, and there no black pawn on e5, what is the purpose of e3? So if the French is played to undermine the centre and attempt to control it with pawns, well black doesn't have a centre already to undermine. It blocks in the c1 bishop, doesn't challenge for the centre and achieves very little, likely will need to be moved soon again and losing a tempo too. Unless black of course goes into it. In that case it's black that is making e3 make sense, not White
