If not, it's time to start encouraging people to put in formal written complaints. Though in my experience, most people can't be bothered - they'll just complain to family or friends, instead of to the people who actually would have the authority to do something about a problem employee.

That's true, but wouldn't someone soliciting big dollar bids have an itemized checklist of sorts in the bid package so that when evaluating them they'd be comparing apples to apples? Only an idiot looks just at the bottom line. Per your example, if one bidder was to put an obvious low ball (or no) cost for waste disposal that's a big red flag that some shady dumping is in their plans, and that can rebound on the customer with big fines (local up to EPA).

Like metal recycling returns being calculated in the bid so they can lower their price based on expected value of the metal being recycled.
Those companies have never run into people like a friend of mine and me. We write bid specs and any bid that we accept is a signed contract to meet the specs that we wrote. When a company doesn’t meet the terms of the contract we withhold payment until the company meets the term of the contract.
Any car, regardless of the reason you get rid of it... KEEP YOUR PLATES. Destroy them. Too many automatic systems that can charge you fines and fees until the new owner re-registers. I don't care that the plate is supposed to go with the car in some stated. You can be liable for tremendous fees and fines if you don't keep them.
During this pandemic a customer showed up at our DMV the where appointment times were needed and masks were mandated. When the idiot just walked in and made demands for getting his car plates renewed he was told, make a online or phone appointment, they would call him with a time. The idiot screamed at the workers that he had gun in the car and was getting it. The police were called, the idiot had threatened to kill the ladies because the bitches didn't do what he said. He was arrested. His car was towed. If he had done what the DMV ladies said he would of realized our state was not ticketing expired car license plates his appointment would of kept him from waiting in a line. Actual the appointment system worked better but his being an idiot got him prison time for terroristic threats as there were witnesses to his threats and comments. No, those ladies were hard working helpful and efficient, so no complaints about that DMV office, just while customers
If Pam was THAT bad, why didn't everyone else in the Office document the HELL out of her Shenanigans and put in constant, DAILY complaints about her Behaviour to the point that HR would either Transfer her or Fire her so they no longer had to deal with Daily Complaints about Pam...

Not sure I understand the HVAC one. They property manager wanted to make sure tat proper permits were pulled. They wanted to follow the law. Yes, the guy sounds like a jerk, but wanted to follow the law. And as a result of his conduct didn't tell him what the difference in price would be? And their company does this all the time? Work without permits? I am not in California so not going to say I understand the laws, but seems like this company that says it is doing things to code, is not doing things to code, if inspectors say they need to change their plans. Seems like everyone is in the wrong here. Company is doing unpermitted work and winning bids because they come in less than people following code, as evident by their plans being rejected. That is why they loved the cost, because they were lower but only estimated part of the cost. Maybe their codes are crazy, but get off the high horse when you are skirting the legal codes. And yes, the guy sounds like an *ss, so not feeling bad for him. Everyone ITA here. Company doing shady work and a jerk as a property manager.
The name of the game is that if you change the HVAC for the same size, just newer, no permits are required. Since getting permits is such a PITA in CA, the usual modus operandi is to go this route. Exchange same for same and get done. But once you start asking for a permit, the can of worms has been opened and it’s too late to turn back. So if changes to building code have been done since the installation of the original unit, you now need to comply with the new codes to install a new unit, even if it’s an equivalent exchange. This dingbat from the Midwest,not knowing how CA permits work, just caused a world of hurt to his company because he’ felt the need to flex and is a misogynistic douche who thinks women can’t do the job OP was doing.
