The military was not subjugated under the party which allowed elements to coalesce and become an independent power that could take control of the state. It's problem of having an army with a party instead of a party with an army.

Yes, the independence constitution was suspended by the PRG, however just days after the revolution they issued People’s Law Nr. 3, which said: “The Head of State shall remain Her Majesty The Queen, and her representative in this country shall continue to be the Governor General who shall perform such functions as the People’s Revolutionary Government may from time to time advise”. Throughout the entire revolutionary period Governor-General Sir Paul Scoon continued to exercise his duty and role as the Queen’s representative, having a good working relationship with Maurice Bishop. Portraits of the Queen continued to hang in Government House. There is even video footage, from I think 1982, showing Sir Paul swearing in a new judge to the High Court, where the Judge swears “true allegiance to Her Majesty Queen Elizabeth II”
