And exam of Pondichery Civil Service (it is central service) is conducted by UPSC as a central service along with civil service (IAS /IPS) exam. There is no special reservation of locals of Pondichery.Only general reservation for st/sc are there in upsc civil service exam.
Merely having legislature cannot be the factor, Delhi has own legislature even it cadre strength is much more than puducherry.yes you are true their exam is conducted by UPSC.but puducherry has 75%reservation.
