Xiaomi going crazy launching so many budget phones in very short period of time. But I'm more excited for the successor of Redmi note 4, the Redmi Note 5. And I would love to see it powered by Snapdragon 630 or 660 atleast coz those are some really powerfull and efficient Chips

Mostly a marketing strategy and lack of new processor technology. Redmi 4A was released last year in November and as far as I know, it isn't upgradable to Android 7. I'm sure there are some people out there who want a budget phone right now and getting the Redmi 5A over the Redmi 4A would be the wisest.
Plus, releasing new phones helps getting the brand's name out there.

Only one phone with good camera doesn't make a company famous for camera. Their other devices like Redmi Note 4, Mi Mix 2 etc doesn't have as good cameras as their competitors
