I would disagree with Andrew on his submission that Corruption may not always be related to government resources. The 10,000 that the police officer picks from the driver is sacrificing the 150,000 the government would have received if the officer gave the errant driver a receipt. Secondly, incase the car gets an accident due to its poor condition, the government loses lives due to the corruption. Ultimately, government loses through corruption directly or indirectly.
ALSO LOOK AT HOW MUCH THE GOVT IS PAYINY THAT OFFICER TO GIVE U ARECPT OF 100,000=OR MORE,TAKE ALOOK AT JUST OVER SPEEDING WHICH GOES FOR 1M,YET THE OFFICER EARNS 490,000= PER MONTH,TWO CHILDREN AT SCHOOL,HOUSE RENT,FOOD AT HOME,PLEASE WHO IS FOOLING WHO?PAY WELL THOSE PEOPLE IN UNIFORM THAN U WILL HAVE RESULTS.

This is foolery, Andrew doesn't make any sense - when you bribe a police on duty to forego a penalty, you're directly stealing from the government because the penalty doesn't go on the officers account but that's government money.
