I mentioned this to someone in government and they said it sounds like quite a lot. Thank you for inquiry. You have been enrolled more than 10 years in Japanese pension system, you can receive Japanese old age pension wherever you are. Also it is life long pension. I think it is a quite good security system.

Does that mean, I no longer pay into the Japan pension system when living overseas and can still receive some benefits when I turn 65? However the amount is small because it will be changed depending on how much you paid. I can say only general information, you would better to go to the pension office to make sure your situation. Also you would better to check if your country has a social insurance agreement with Japan, too.

Except for that my main question is that as a foreigner, what if we decide to move out of Japan before we turn 65 but we have been paying the premiums. Please enlighten about this since right now I am paying to both National pension and Defined Contribution Pension (DC Pension (401k)) (確定拠出年金)。

Also we will have more options when we can start receiving our pension. It is not regulation, but only the option. I am sorry to tell that many Japanese people misunderstand about the pension system. What happen if you leave Japan before age of 65?
