Well, it has gotten a lot better since launch with several updates and really great mods. The performance is much better, too. At least compared to the time the game came out. But to be fair it still eats a good amount of your pc resources. I would not use a laptop. My Specs: AMD Ryzen 7 7800X3D - 8x 4.5GHz | 32GB DDR5-6000 | AMD Radeon RX 7900 GRE 16GB and never had an issue with performance in any kind...even with larger cities...and I play with relatively high graphic settings.
I love it, It's the most detailed version of Downtown I've ever seen in CS2.
