For example, if country x is not at war but still produces a lot of weapons (such as tanks, planes and warships), this would be unreasonable. They must also pay the maintenance costs of those weapons. And that would be illogical. Because there will be unnecessary waste of money.

The only reason japan won, because the Usa sent HEAVY support to Japan, plus japan has 4.3 trillion in gdp, russia only has 1.6 trillion, japan would use that money for their military and could win
