Also, he has seen Bucky falling from that train back in WW2, meeting him 70 years later is probably the last thing he expected to happen. Besides, you could argue that Bucky's eyes aren't those warm and happy eyes anymore which Steve used to know. They became cold and lifeless
A lot of Stucky fanfics play on Steve recognising that fact. Likely played specifically for the reveal that follows, so people do consider that idea, but I agree that Steve likely was not expecting a Hydra assassin to be his dead best friend.
