  • China wants to be a global leader in Artificial Intelligence by 2030. Tech giant Baidu recently released Ernie Bot to rival the much-vaunted ChatGPT. In China, A.I. is finding applications in healthcare, education, and entertainment. McKinsey estimates that A.I. could add 600 billion to China's economy by the end of the decade.
Yet, suspicions over data handling and privacy could limit Chinese A.I. beyond the country’s borders. The ongoing trade war over microchips also puts a hardware hurdle in its path. Can Beijing truly realise its A.I. ambitions?

Data security and risk is not a particularly issue for Chinese tech but a problem associated with tech from any country. You think the US companies are not secretly collecting data from their tech for use for their and US government’s own interests? The US is just doesn’t like others playing their game.

      1. 1-child policy was pragmatic at that time. Can u imagine having 2 billion people in china right now?
      2. Various city and provincial governments have announced reforms to their own local hukou systems. So changes are happening. Rightly or wrongly, it might have been used in the past as a way to manage limited resources.
      3. Private tutoring is restricted on certain days to reduce stress on students and parents. Very different from "not allowing". I do think this will fail, because black-market tuition fees has gone through the roof.

Talking about censorship, few months ago I asked ChatGpt about US war crimes in the past 20th century. At first, ChatGpt gave me answer about how it was complicated yada yada yada and how it was subjective. When I kept pushing for answer whether the US has committed war crimes, ChatGpt gave me two answers, one answer is that it acknowledged that some people may think the US has committed a war crime, while the other one I forgot already, but I remember none of them really answered my question, and asked me to choose the one I like, LMAO.

And US and it’s lapdogs will say China AI algorithms are manipulated by China government that will steal your personal data which what Facebook, Windows, Apple IOS, Android, cloud services, etc are actually doing to its customers (Germany prime minister’s iPhone was spied by CIA). The western mainstream media will then spread the propaganda bringing negative news about China to the world especially to the English readers include Singaporean. One of main reasons singaporean are quite ignorant of China is we are fed with western media news we hardly have Xinghua news agency on our newspapers such as the Straits Times. The worst part is our very own ST journalists’ articles also negative about China (not a good guy) but positive about US (good guy - world policeman).

It was cheaper for China to buy reliable Western chips, benefiting both sides. China spends more on chip imports than on oil. The "Made in China 2025" initiative provided substantial funds for chip development, but companies were hesitant due to technical challenges and the risk of competing with established players like Intel, Samsung, and TSMC. The US sanctions forced the Chinese to develop their own supply chain. When self-sufficient, China can provide the world with cheaper chips, while the West and its allies lose access to both the Chinese and global markets.
The US is developing its own supply chain, but without access to a large market, it cannot be competitive.
The US is leaving no knees untouched in its Tonya Harding competition strategy.
The Chinese are very grateful to the US for pushing them towards self-sufficiency. Thanks to the US, China now has its own GPS system and space program. More sanctions, please.
Historically, the West has utilized new technologies for military or imperialistic purposes before finding broader applications. The West primarily used gunpowder to create weapons of war, such as cannons and firearms, allowing Western powers to expand their military capabilities and dominate other regions through conquest and colonization of the Americas, Africa, and Asia. The steam engine was instrumental in expanding colonial empires, as steam-powered ships facilitated easier transportation of goods and troops, enabling Western powers to exploit resources and establish control over distant territories. The first use of nuclear technology was dropping atomic bombs on the Japanese cities of Hiroshima and Nagasaki in 1945. The same pattern will emerge with AI. The CHIPS Act, high-end chips, and EUV sanctions imply that the US is already working on the weaponization of AI.
Following its historical pattern, China will mainly use AI for commercial and peaceful purposes. Papermaking revolutionized communication, education, and record-keeping, spreading knowledge and culture. Gunpowder was used for fireworks. The compass was adapted for navigational purposes, allowing for more accurate sea travel and exploration. Printing facilitated the dissemination of information, literature, and art, contributing to cultural exchange and education. Porcelain was highly prized both domestically and internationally as a luxury item and a symbol of Chinese craftsmanship. Silk was one of the most valuable commodities traded along the Silk Road and played a significant role in China's economy and diplomacy.

Excuse me. Baidu Apollo platform is using Nvidia Drive PX hardware and its software stack. That is American tech, no CHina tech. What CHina tech if they just put a label on a western product ?. It is clear their chip development and software development has been a failure despite billions of dollars poured into it. The problem is their approach and their "copy culture". You just cannot innovate with copy/lazy culture. Also, all robotaxi tech to date is using heuristic code for the drive/navigation system. The "AI" part is just for object detection. Only Tesla FSD V12.xx is Full end-to-end AI (zero heuristic code).
Also the Robotaxis in CHina is only on selected routes. Not all over the city!. It is limited geo-fenched routes similar to WayMo. But the wayMo plarform is much more sophisticated and expensive. ie. Google is not using Nvidia reference platform, they use custom hardware.

To me, data is universal like numbers. In some cases the data might need to be translated from one language to another but otherwise I can't think of a single type of data that is specific to one language and not another. To say that data is different in different cultures is to say that the human experience is not universal, that somehow life is fundamentally different in different parts of the world and that the process of human thinking is not universally the same everywhere.

    • @henrytep8884

Data can be manipulated. Not all data is equal because it still has to be collected and depending on how you collect the data. Or if it’s just made up, that can change the outcome. So saying data is somehow fluid is not true, it depends on context and the collection process.

If you watched the report, the problem is that the Chinese population accesses the internet though super apps, which are effectively walled gardens. AI models can't access that data. Also a vast majority of the web is written in English, so that data isn't useful to the domestic Chinese market. I suppose they could translate everything into Mandarin, but I'd imagine that would take a LOT of compute to not only train on the data, but to translate it as well.

@@MatthewOrndoff - For engineers, nothing is really a huge problem, merely a speed bump. Of course language complicates AI as there are nuances in language meaning especially for the english language, chinese is simpler. Anyways China is working on AI for domestic application and use and than looking at other languages for translation, while the US and west is doing it for English than translating it for other languages.
Everything is a dual edge sword, I myself is an engineer, so I really dont buy the argument that this is such a huge obstacle. Even the AI chips isnt that big a deal it might slowdown the Chinese but it will never stop them completely.
Another comment on the super apps u mention, go google and findout how the US super apps are being censored and weaponized by the US government to shape and create their perception and narrative completely violating free speech and freedom of expression... Edward Snowden and Julian Assange should already have wake up people to this reality unless the person is living under a rock.

In the US, the elderly are more likely to believe they'll be saved by a god, while the youth have enough time to drag their feet just in case AI is safer in the future. Since we're protected from empathy by our mighty Western egos, it doesn't matter how many people die waiting for AGI to save them. That's just life, or the will of a god. Inferior treatments keep people desperate and profitable.
To be clear, I really dislike the Western approach. Pure capitalism is not good, our lack of empathy is just brutal, and any god watching us seems to enjoy our suffering.

If you incorporate AI to the exclusion of everything else including giving people a means to live then AI is only going to serve to take away from people more than it gives back. The Chinese government obviously cares less about the former.

AI does need good regulation. The west is correct in this regard. AI is similar to nuclear weapons, something that could end human race, so it does needs strongs regulations. We don't need another rogue scientist like the one in China that genetically edited two babies few years ago, and earned worldwide condemnation. AI is even more powerful than that.

Silicon valley has a huge community of highly talented and passionate individuals that cannot be easily replicated in other places. I can sense the excitement among the community that is willing to both compete and colloborate together. Back in the earlier days when China is more opened, I think China technologists were far more vibrant and unrestrained. Note that the chief economist also mentioned the importance of chinese tech talent in US returning to China to bring back the knowledge acquired. Today, the mood is clearly muted, restrained by rules and uncertainty. The strategy that China uses is based on nationalistic goal and compliance while Silicon Valley is largely driven by capitalism and open society.
I have listened to a number of talks and interviews by top AI technologists that are at the forefront of AI venture. It becomes apparent to me why the breakthroughs are happening at Silicon Valley.

Yeah and China is aware of that. That's why there is so much capitalism within the tech industries even in China. High-ranking positions in Baidu have similar salaries to those in Google (like the Baidu equivalent of Google Fellows have salaries upwards of 1 million USD). And given the choice, many China-borne Chinese people will choose to live in China if they are given the same salary as they are in America. Also, costs of living in Shanghai and Shenzhen are constantly rising, and eventually, wages will become competitive with those in Silicon Valley.
China has always prioritized results over ideology. for example, capitalist reforms in the Deng era even though it's called the Communist Party.

Most of the world seems to forget or ignore that China was a late starter into the technological world when, some 43 odd years ago, it was a dirt poor economically and militarily weak nation. Their economy was even worse than Mexico. Look at where they are today and now, being right at the starting gate when AI is taking off, I have absolutely no doubt that China will make much more progress than other nations who can only wonder and speculate where China will be in the next 50-100 years.
