You weren't getting it to activate cuz it works like physical handles in 24. IIRC, it has 4 different inputs you can do. (while driving and initiating contact)
Flick RS diagonally up towards the defender for a snatch back.
Flick RS diagonally down towards the defender for a behind the back.
Spin RS clockwise or counterclockwise to spin off defender. (depends on which way you drive)
Tap R2 for a blow-by.
*85+ ball handle gets you better animations like nutmegs, double behind the backs, wraparounds, better spin offs, stronger blow-bys, etc.*
