If iam not mistaken only two event had given a free skin for WR - Arcane skin for Jinkx and Vi - Teemo Beemo skin was free for the third anniversary of WR Yi and Lulu kinda free-ish too, you just need collect some point to got the skin by doing some mission if iam not mistaken
