You shouldn't recommend people to run XAMPP as administrators. It's a simple fix that should be done via security permission to this specific file. XAMPP never should run under administrator rights.

XAMPP never should be running with administrative privilege. It's a simple fix with a security tab to give access to everyone JUST for specific this .ini file.
