I remember i watched this when i was little... This is much better than the content we get nowadays. It's short, but very organic and entertaining. Like how kids say it nowadays: A certified hood classic.

Actually, with a game like GTA 4, the water grid it'self expands under the entire map, but is never high enough to expose itself where Rockstar doesn't want it to. The odd physics of GTA 4 water allows it to warp and distort in awkward ways that other games fail to mimic. All you need to do is make a mod to create waves high enough for the water grid to clip through the world and simulate huge waves and floods. Pretty simple, really.
