It's normal, the update would continue loading so Press the same restore buttons and the update would be extracted from the pc if it's done loading and proceed to restore your iPhone

No, doing this will reset the entire device, anything stored locally will be lost. This method is for a factory reset, aka if you were going to sell your device. If you’re completely locked out I’m not sure but if you just don’t know the password but you might be able to connect to a computer & save your files /photos temporarily while you reset. Although saved passwords & data regarding apps would be saved, because that saves to your iCloud. iCloud is cloud storage (can be accessed just by logging into an account) vs something being stored locally (only on your phones hard drive). Realistically it comes down to what settings you tend to have enabled. If you have auto-backup on you will be able to back up fairly simply after a reset.
