Yoru's flash is OP when you use it right. Not only is it a really good flash in general, but in post-plant scenarios you can throw it somewhere else away from your position and 9/10 they will think you're over there. Easy wins.
Its not the worst... People just dont know how to play him. He has a low skill floor and a high skill ceiling unlike other duelists like reyna who has a high skill floor.
How is his pick rate so low when I see him every other game? There's a reason I'm good at killing Yoru's by sound when they teleport, Yoru is literally the main threat half the time.
