I think she is the human auto-tune. So many singers can't get the twangs and the timbre without it. She has a really catchy and unique voice.

Cher said it herself, she has ever changing styles. Just because she dresses different during different times doesn't mean her personality has changed. Her album proves her different likings, for example, her songs 'With ur Love' compared to 'Dub on the Track' are totally different but its still Cher :)
