Yes, they can. If you had an Inkstorm out before you died and it lasts long enough, you could technically respawn before it ends, giving it the chance to kill someone as you respawn. It's definitely something I've seen happen in X-Rank. You're also capable of pulling it off with the Bubble Blower.
There have been times that I unintentionally taunt someone. Basically I killed someone with the baller (without exploding) and then I rolled around in a circle. It probably looked to them like I was taunting them, but I was actually just getting more turf coverage on Splatzones and waiting for the perfect moment to explode
