Ive never done it but I would imagine, it would start with a flat template, will need to add a little extra for the length you'll lose as you curve the edges for the two sides to meet. The rounding might be tough but if you know how to fabricate then you probably have the tools. The other challenge or cost will be getting them finished, so if you want them chrome, you'll have to get those dipped and that seems to be pricey. But if you are just going to hit them with some black high temp paint (cheapest) or powder coat them, then you will probably save a few bucks compared to Chrome.
Not sure if you would get a better deal with solid fishtails or a set with fishtail tips. Either way, best pricing I found was on ebay but also compare it to Dennis Kirk and JPCycles; sometimes ebay guys will charge for shipping and for the Kirk and JP, for order over a certain amount you'll get free shipping. all in all, you will probably be looking at about 100 bucks, give or take 20.
