This premium edition is by itself or an add on for the game. If you buy the premium edition it will come with all of the season updates. You will have to buy some add-ons separately.
Not uncommon for a game with DLC to re-release with a version that includes all the DLC. It just seems weird in this instance because they have a year in the title.
