I have completed graduation (btech in CS) in 2023 and didn't get any job basically i have 1.5 years of career gap and i now i want to learn data engineering should i give it time to learn for 4-6 or should i look for other skills

No not necessarily. Even a person from non-engineering background can get into data niche. Obviously, the time and hard-work will be a bit more as compared to the tech person, but nonetheless anyone can get into tech domain. You just need 3 things: Aspiration, Consistency & Right Skills.
