yeah but 12:55 how do you know that the rule is that one? could you explain how you figured that out? because the ip addresses on the access list and via ipconfig are not exactly the same. Thank you!

The rule is deny rules and is essentially blocking the traffic going through. Once the rules is removed traffic can go through.
