My blood vessels are like that as well, due to this being common in people who have connective tissue disorders like Ehlers Danlos syndrome. Have them for several minutes put a hot towel over the area they're going to stick, in able to help dilate the blood vessels. Then absolutely insist that they use a butterfly needle to prevent the blood vessel from rolling.
