Wrong information on non construction extension charges. It is 4% ,5% 6% per year respectively after 3 years

In YEIDA....Is lease rent 10% of (Allotment cost + PLC + Water + Sewage Connection) ? Or only 10% of Allotment cost ? Please confirm.
Sir plot value ka 10% . Allotment plot value me PLC aata hai. Uske baad ke expenditure alag hote hain.
