Shouldn't the total variance be the difference between the two variances (Rate and efficiency)?

both unfavorable variances will add up. if one was favorable and the other was unfavorable then we'd net them off.
think of it like this, if you had -2 -3 = -5 and +2-3=-1

So in this case our Labbor Efficiency in terms of parts/hour was ( 7000 produced hours / 8000 paid hous ) = 87,50% of Labor Efficiency.
