Well... "Amateur" is a funny word to use. Several countries had some pro players listed with other professions, so they could pass as "amateurs" for Olympics purposes. Eastern European countries excelled at this, as their top-athletes were state-sponsored. They were playing professionally, but considered as amateurs thanks to that state sponsorship. Mexico attempted this in 1968, having several pro players "fired" and getting different occupations to be considered amateurs. This would backfire as they ended up throwing the semifinal, after they weren't being paid as promised. They would resume their pro football careers as if nothing had happened, some of them making the World Cup team two years later.
Even in the military, there are lots of soldiers who play throughout their careers. They are also professional in their game. Like the Turkish Silver medal winner Yusuf Dikec served in Gendarmie. It's a paramilitary but an example to give.
Those players that were picked to play for their nation would receive little cloth caps from their country's respective football association. Those caps were embroidered with the opposition they faced and date of the fixture. Hence someone being "capped" by their country or having a certain number of "international caps".

Olympic Games represent almost every sport and should be considered the best competition. The Olympic Spirit is a value. The rules should be simple for every sport. Either only amateurs compete or professionals are allowed. For all sports. There is no point in seeing youth national teams in football and established champions in tennis, for example.
Why not everyone can play is simply because the schedule of the Olympic games is outside FIFA windows. With that, clubs are not required to release their players to play in it, unless they allow them to take part. Best example is back in 2008 when Pep (then-manager of Barca) allowed Lionel Messi to play for Argentina in Beijing. He eventually won gold. 🎉

The men's side were prohibited since 2012, but the women's side were still allowed. They played in the 2020 Olympics, but they couldn't play in 2024 Olympics.
