For Shade: you need a wooden rod as wide as you want it but matching with the metal pillars you have on the ailing side. Sew a length of fabric round the rod (almost like you're attaching a flag- then run it so that it can attach on to the hooks on the pillars on the other side- you can reinforce the holes with metal studs that you can get from a diy shop or craft store so it will last longer. You'll also probably want a more durable heavier fabric if its for practicality.

You can get SilNylon in all kinds of colors, which allows you to create whatever color/mood of shade you like [blues, yellows, greens, etc...] As silica-impregnated nylon, it's completely waterproof & weather resistant.... same thing used for tents & hammocks, only the raw fabric. Check out Ripstop Fabrics or something like that, via Google search.
Nice to see you settling down Louis! - I've owned a home for almost 5-years now and let me warn you that you need a permit for freaking everything... roof-top furniture, awnings, umbrellas and sails so please check your local laws. Also throwing things from a residential-balcony is a potential felony lol.
What city do you live in that you need a permit for a umbrella, highly doubt that one, for permanent structures of course a permit is needed but for moveable furniture like in the video or an umbrella a permit from the city is not needed it could be restricted by a neighborhood HOA but that is different
