Yes, you can if your chosen course has a scholarship. You will need to look that up on the university's website. The link is in the description box of this video.
Regarding the IELTS Test, you could send an email to the university asking if it could be waived. That also depends if you are from an English speaking country.
On the other hand, the USA accepts other English tests apart from IELTS like TOEFL and Parsons Test.
