I often think of Cerebros where he says he has truly had enough and I am like that now thanks for posting these clips poster so i can re see it. its ironic how he's Black too like a emo or sad person
In G1, Cerebros was a pacifist who absolutely hated war and fighting, and for understandable reasons. While in Headmasters he was a full-fledged leader despite not being a Prime, and he was a good leader who believed in justice. Not to mention, Cerebros had a completely different design in Headmasters.
Technically Cerebros didn't exist in Japan as the character was called Fortress and like you said they are completely different personalities, so could be considered two separate characters.
Although Cerebros appeared in "Headmasters" as the protagonist, he was a radically different character called Fortress (Fortress Maximas in the Omni English dub) with a different face & background. Had the "G1 series" had a real 4th season, he would've had more than 1:14 of screen time.

In my personal head canon I have Fortress as the head for war time and Cerebros as the head for peacetime.
