You have a very good level of French but the program only applies to Francophone communities outside of Quebec. Maybe you can rethink the city you want to live in and select one that is close to Quebec, so you can benefit from the program and later be able to move to Quebec as you want
@@roiselmartinez6368 From my experience, I know that many job offers in Ottawa require bilingual workers; Even when they don't required, they mention bilingualism as an advantage. You could apply for those types of offers. I have seen on LinkedIn that when they ask for knowledge of both languages, the number of people who apply for those vacancies decreases considerably (less competition means more opportunities for you to be contacted by an employer).

Ideally, write a cover letter that also fits the position you are applying for and also emphasizes your bilingualism, mentioning that even though you are outside of Canada you would have an easy time relocating here in the country and finally I would even let you The topic of the French-speaking mobility program is brought up (I have been researching it and many employers are unaware of the advantages of this program and do not even know of its existence) so it would not hurt if you mentioned it subtly.
