Interesting that the bus has such low fare-paying riders. Is that common for DC? Could this factor in transfers? I live in Philadelphia and I don't think fare-dodging is nearly that bad on the bus system, but I could be wrong, admittedly I do not have numbers on the matter in front of me. People fare-dodge on the subway all the time though, lol.
I suppose some could be transfers, but fare dodging is just more common, esp since the pandemic. 30% now and around 15% precovid. I was on SEPTA's trollies in DelCo in Nov and I noticed that basically everyone paid which was nice to see.
