I would suggest you focus on school at the moment. Then focus on building you core skills - reading, writing, and learning to stay focused in a distracted environment. Focus on getting into a good college, and if you're still interested in UPSC CSE by then, then you can start with the NCERTs and basic books.

Start from 11th because in college, mostly your peers will waste your time. And after college you will not have the patience to read for long hours.

Focus on reading , writing and oratory skills ....take part in as many extra curricular activities as you can ....have knowledge about current affairs if possible read english Newspaper.....bring discipline in your life , engage in physical excersise maintain these habits first and then try to get good college and along with college start studying for UPSC but for now develop above said things
