A detainee will instinctively cover their face if an officer immediately starts punching their face. If you want a detainee to comply with placing hands behind their back don’t continually punch them. Now it appears cops can’t charge, without evidence, for the original detention resulting in the bs resisting when the detainee was merely protecting himself.

Would he fire a gun with his mind?? It shouldn't take this long to convene a grand jury. If anyone from the general public had beat someone up, they'd be arrested and charged within days. Sorry, that 10% are no longer cops because they realize how corrupt this system is and they don't stick around long enough to change it. No doubt a lot of people go into policing for noble reasons, but they don't last, because they're either attacked and forced out when they try to uphold legal and ethical standards against their corrupt colleagues or they resign in disappointment when they realize how corrupt American policing really is.
Also, members of that 90% are running these departments. You can be a great cop among the 10% but it doesn't matter when most of those above you are as corrupt as this.
