think its just no perms. the warning strike blacklist is just for keeping track of the warns. muted would just be not allowed to send messages in chats, so you have to make sure all channels and/or categories have send messages off for muted role.

Click on your server name,then go to settings,after that you should be able to scroll all the way down to roles and it has a little shield on the left of it,but when you get to that click on it and from there you are able to create the roles for your server
