It’s for the charge attack damage. Wriothesely isn’t only charge attack. So Wriothesely sig weapon has higher dps (damage per second) because it affects his normal attack sting as well as his empowered charge attack. Neuvillette’s weapon massively buffs the charge attack but you lose out a significant portion on his normal attack string. So his weapon is great for damage per screenshot. Also comparing the differing values of crit damage affects the output. 300 CD on Neuvillette weapon versus 200 CD on Wrio weapon will affect the calculations. With Wrio weapon and proper set you can get 240-250 CD with 90-100 CR. This video is showing damage per screenshot not damage per second on a set that isn’t optimal for either wrio or Neuvillette. So it’s a bit misleading. If you are planning for a screenshot showcase and not a damage per second showcase then this vid is great. But besides that this is not a good video for building Wriothesely for consistently high dps. Wrio’s weapon outperforms Neuvillette’s weapon (on Wrio, not on every character) by about 10-15 percent. Tullaytullahs (however you spell that) is Wrio’s second best as it falls behind Cashflow by about 8 percent (on average across all team comps). But no Neuvillette’s weapon does not work well on Wrio as most (about 70-80 percent) of his dps comes from his normal attacks not his charge attacks.
I love how Tome of Eternal Flow is still viable and solid option for him. When I was saying this weapon will be really great for him, nobody listened to me and told me it is the worst compared to anything else. Looks like it's still just fine from this video and from playing around on my own. It's either this or the Dust or the Sacred. I prefer this in any case.

Ballad of boundless blue ER as 2nd stat hurts its performance since Wrio loves atk, I can see flowing purity at R1 already comparable to Ballad at R5.... Lost prayer not an objective comparison cuz you have overcap crit rate (with weapons with crit DMG you have 280-310% CDMG, with crit rate you have 220% CDMG). With good balance of stats this is top 3-4 weapon for him

The comparisons are unfair. It is assumed that when you use a weapon that gives crit damage, you must use a crown that gives crit rate, and vice versa.

He also works well in burn melt. I'm using him with Nahida, Bennett, Thoma. If you feel daring, you can sub one of them for Kazuha
